Answer: The charger, yes. The cable however is not compatible with the 3rd gen ipad.

Question: Can you charge an ipod 4th gen with just using the USB
Answer: Yes. With the right cable you can indeed charge an 4th gen iPod with this car charger.

Question: Can you charge iPods as well?
Answer: Yes.

Comment: This was my first time purchasing through wirelessground.com. I bought two chargers and one worked but the other lightning cable was faulty and my phone would display an error message stating that it can't be charged everytime I hooked it up. I emailed the wirelessground.com asking for a replacement and they responded promptly stating a replacement would be sent shortly but no additional info was provided. A few days later I emailed again asking for a status and when I didn't hear back, the next day, I called and had to leave a message. I got a call back w/in 2 hrs and the rep stated a replacement was shipped the day before. I would've appreciated a timely reply, however. I received the replacement within 2 days. All in all, it was a decent experience. Lightning cable is the standard ~3 ft. size.
